How dangerous, sensitive or policy-relevant the proposed action may be.

Evidence

How complete, current, consistent and traceable the basis of the assessment is.

Low risk · Strong evidence
ALLOW

May proceed — subject to authority and policy.

Low risk · Weak evidence
REVIEW

Not dangerous, but the basis is too thin — review or require more evidence.

High risk · Strong evidence
BLOCK

Strong evidence confirms the danger — block or route to human review.

High risk · Weak evidence
BLOCK

Dangerous and unproven — block or require more evidence.

Risk measures potential harm. Evidence measures how strong and traceable the assessment basis is. Low risk with weak evidence still requires review.

How NOMOS produces a decision

For regulated or irreversible actions the outcome is human review required — NOMOS routes the decision, it does not self-authorize. Not every public demo output is cryptographically signed.
